A new era has arrived for footy in Québec.
On Thursday, Soccer Québec announced the creation of a new three-tier promotion and relegation system set to debut in the 2025 season.
The format will feature three senior leagues—Ligue1, Ligue2, and Ligue3—forming a structured pathway for clubs.
Additionally, a new youth league called "Ligue Espoirs" will be introduced, serving as a competition for the reserve teams of Ligue1 and Ligue2.
On the men’s side, it will be a U19+ league, while for the women’s division, it will be U21+. Teams can still include a maximum of four players over the age limit in each match.
How many teams will each division have?
On the men's side, Ligue1 will feature 10 teams, Ligue2 will have 24, and Ligue3 will include 16.
On the women's side, Ligue1 will consist of 11 teams, while Ligue2 will have 19. There will be no Ligue3 for the women's division.
How many teams get promoted and relegated each season?
While Soccer Quebec has yet to formally announce that, Northern Tribune is reporting the following:
For the men's league, there will be no relegation from the first tier, while two teams will be promoted from Ligue2 (One team by finishing 1st and the other by winning a 4-team playoff).
Ten teams will be relegated from the 2nd tier, meaning Ligue1 and Ligue2 would each consist of 12 teams by the 2026 season.
There will be no movement in Ligue3, however, the reserve sides of CS Mont-Royal Outremont, CS Longueuil, AS Laval, and Celtix du Haut-Richelieu–who are all participating in the 3rd tier this 2025–will be removed at the end of the season.
At the moment, the men's system will look like this for 2026:
- Ligue1: 12 teams
- Ligue2: 12 teams
- Ligue3: 16 teams
On the women's side, things will look a bit different.
Since the first division consists of 11 teams split into two groups, one with five teams and the other with six, the schedule will be unbalanced.
Each club will play home and away against teams within their group (either eight or ten matches, depending on the group) and face each team from the other group once. As a result, five teams will end up playing two fewer matches than the rest.
Due to this imbalance, relegation will be determined using a points-per-game table rather than total points.
Using this system, the bottom two teams will descend into the 2nd tier.
For Ligue2, which is composed of 19 teams, only one club will achieve promotion to division 1: The first-placed side.
The bottom eight sides will be relegated to their respective regional leagues.
At the moment, the women's system will look like this for 2026:
